Default to as much public visibility as possible so they can be navigated to from a Google search
For things that should NOT be public, restrict as little as possible so that more people in ITS can find what they need. Even if people can't always do everything because of access restrictions for certain systems, understanding the process can help anyway, and it can help people ask clearer questions or gather clearer information from clients
For very sensitive information, restrict as much as necessary
